Try Osteria da Gianni (no name on the outside/ no menu inside) Corso Cavour 352 in La Spezia (near the station. I think they put the price up recently to €12 for a pranzo di lavoro. And there's a little place in Stadano Bonaparte, forget the name, which still does a €10 lunch. Both excellent!
